This is an area where decontamination and infrastructure restoration are planned and implemented with the aim of enabling residents to return and rebuild their communities in the future. Once it is confirmed that the annual cumulative radiation dose received by residents will be 20 millisieverts or less due to decontamination and the natural decay of radioactive materials, the area will be transferred to a "Preparation Zone for Lifting Evacuation Orders."

The section of Joban Expressway between Hirono IC and Joban Tomioka IC is located within a 20km radius of the Fukushima Daiichi Nuclear Power Plant and is designated as an evacuation zone (restricted residence zone and zone preparing for the lifting of evacuation orders) based on the Act on Special Measures Concerning Nuclear Disaster.
