On Thursday, May 22, 2025, Kamisato Town in Saitama Prefecture, the Takasaki Management Office East Nippon Expressway Co., Ltd. (Takasaki City, Gunma Prefecture, hereinafter referred to as the "Takasaki Management Office"), and NEXCO East Japan Area Tract Co., Ltd. (Minato Ward, Tokyo, hereinafter referred to as the "Agreement on Cooperation and Collaboration between Kamisato Town and Kamisato Service Area") in the fields of tourism and local products.
1. Background and purpose of the agreement
上里町は、第5次総合振興計画後期基本計画において「観光・交流のまちづくりの推進」を基本目標の1つとして掲げ、魅力発信や地域活性化に繋がる施策を展開しています。NEXCO東日本グループは、「地域をつなぎ 地域とつながり 未来につなげる」をキーワードに、高速道路事業やサービスエリア事業等を通じて持続可能な社会の実現に取り組んでいます。
今回、それぞれが有する資源を有効活用することにより、住民サービスの向上と地域社会の活性化に資するとともに、関越自動車道 上里サービスエリア（以下「SA」）における利用者の利便性向上と利用拡大を目的に、上里町、高崎管理事務所、エリアトラクトの3者により、観光・物産分野における連携協定を締結する運びとなりました。
2. Details of collaboration and cooperation

- Use and sale of agricultural, forestry and fishery products and processed goods produced in the town
- Matters concerning the promotion of local production and consumption
- Matters concerning environmental improvement and promotion of use of Kamisato SA
- Other matters related to revitalizing local communities and improving services for residents
3. Background
- As Kamisato Town was exploring tourism promotion measures in conjunction with Expressway, Area Tract proposed that Kamisato SA be used to promote the area's attractions, and that it become a familiar place for local residents and a regional hub, thereby helping to resolve local issues and promote mutual use.
- Kamisato Town also supports this proposal and will develop tourist attraction measures in cooperation with Expressway, positioning Kamisato SA as a base for promoting the attractions of Kamisato Town, in order to further promote its appeal and encourage use. To this end, Kamisato Town has concluded a cooperation agreement with the Takasaki Management Office and Area Tract, which oversee Kamisato SA, focusing on the areas of tourism and local products, a first for Kamisato Town.
- This agreement will put into practice at a regional level the initiatives of the "Agreement on Cooperation and Collaboration" concluded between Saitama Prefecture and NEXCO EAST (concluded on February 17, 2015), and the three parties will work together to advance tourism and local product initiatives in Kamisato Town.
