As a measure for tender failure due to a shortage of engineers, we decided not to qualify engineers who are scheduled to be placed and experience in construction as competition participation qualifications, and to implement efforts that require placement after contracting.
However, this excludes construction work that requires examination of the qualifications and experience of engineers who are scheduled to be deployed, such as seeking advanced technical proposals.
