Disability discounts on toll roads are uniformly implemented by toll road operators nationwide to support the independence and participation of disabled people who use toll roads in their daily lives, such as commuting to work, school, or hospital, as well as their participation in socio-economic activities.
To apply for this discount when using ETC wireless passage, an ETC card in the person's name must be registered in advance. However, minors with severe disabilities may register an ETC card in the name of a parent or legal guardian only if the discount is applied when someone other than the person driving the vehicle is driving, and the discount is not applied when the person driving the vehicle is driving the vehicle.
On the other hand, although the age of majority was lowered to 18 by the "Act to Partially Amend the Civil Code" that came into effect in April 2022, there are still many cases where ETC cards are not issued to people who have reached the age of majority because they are still high school students, due to the issuance requirements of credit card companies.
In light of this situation, we will be changing the age range for those who can register ETC cards in the name of a parent or other legal representative.

1. Date of change

Wednesday, April 1, 2020

  • This applies to applications submitted after Wednesday, April 1, 2026.

2. Summary of changes

  • If you wish to receive this discount by using ETC wireless passage, the scope of persons with disabilities who may register an ETC card in a name other than their own will be changed from those under 18 to those under 20.
  • After this change, the names that can be registered other than the person in question will be a parent or a person equivalent to a parent (including a person who fell into either of these categories on the day before the birthday of the person with a disability who reaches adulthood), a guardian of a minor (including a person who fell into these categories on the day before the birthday of the person with a disability who reaches adulthood), an adult guardian, a curator, or an assistant.

3. Precautions

  • As before, this measure applies only to people with severe disabilities who receive a discount when someone other than them drives, and who do not receive a discount when they themselves drive.
  • If an ETC card is used in a name other than the person's own, and the discount expiration date printed on the card is set to exceed the disabled person's 20th birthday, the ETC discount will be valid until the disabled person's 20th birthday.
  • In this case, if you wish to continue receiving this discount with ETC after your 20th birthday, you will need to switch to an ETC card in your name and apply for ETC use again.
