East Nippon Expressway Co., Ltd.

NEXCO EAST (Chiyoda-ku, Tokyo, Chairman: Shigejiro Yagi), we have been working to secure and improve quality in new construction, renovation, and repair work of Expressway, For the purpose of securing and improving, preventing improper construction work, mistakes in design work, recurrence of material test data falsification and fabrication, and facilitating construction management work for both the contractor and the contractor. , “Business improvement action plan for ensuring and improving quality” (hereinafter referred to as “program”) has been compiled and the initiatives have been started sequentially.

1 Review of standards and procedures related to quality control and inspection

(1) Review of original standards for materials and construction

We reviewed the original standard from the viewpoints of clarification of required performance, consistency with other standards, and reduction of test cost.

Based on this, we are in the process of revising the standards one by one, but we have abolished (19 items) and moved to other standards (24 items) for items that do not need to be established independently. [December 2008, April 2009]

(2) Full introduction of irregular inspection

In order to conduct an inspection that is both efficient and effective for both the orderer and the contractor, and to reconfirm the contractor's high awareness of quality assurance before carrying out the work, " We carry out "regular inspection". [April 2009]

(3) TI network *1 Utilization of

In order to improve quality, reduce costs, and improve business efficiency, we are soliciting proposals (in particular, required technologies) that our company needs and actively utilizing new technologies and construction methods developed and adopted by each company. doing. [January 2009]

*1) The TI network is a contact point for information on new technologies and construction methods from companies.

2 Smooth communication between the orderer and the contractor/designer

(1) Introduction of a tripartite consultation system by the orderer, contractor, and designer

Prior to the implementation of the construction, deepen the understanding of the design philosophy and intention, improve the quality of the construction, and change the design due to unexpected changes in local conditions during construction, etc., an appropriate policy. In order to obtain the information, we introduced a tripartite consultation system in which the orderer, the contractor, and the designer come together to collaborate and confirm the technical information (technical dialogue). [February 2009]

(2) Introduction of one-day response

For the purpose of enabling both the orderer and the contractor to promptly respond to various problems that occur at the construction site, questions and instructions, etc. are answered by electronic data as much as possible, "reply on the day Or, it is a system that "predicts the date of reply."

As a result, problems and instructions can be clarified, and the installer will not have to wait, so efficient (timely and economically) on-site construction becomes possible.

Specifically, a "work record table" that records the interactions between the orderer and the contractor is placed on a computer to share information on issues and instructions between supervisors, and the contractor also provides a one-day response. Thing. [January 2009]

3 Future efforts

Regarding the new measures introduced based on the program, we will follow up on the effects and issues of introducing them in the field, and make necessary improvements continuously.Adjust the measures currently under consideration for realization. I will proceed.

(1) Ensuring design quality

In order to secure design quality, a process management method (milestone management method) in which both the ordering party and the designer share a sufficient design period and management of the design process at each stage of design *2) Will be introduced from 2009.

*2) Milestone management method is a tentative name.

(2) Giving incentives for quality improvement

At the bidding stage, we will improve the bidding contract system that appropriately evaluates companies that have a good construction record.

(3) Improving the technical capabilities of in-house engineers

In order to secure and improve quality, it is essential to improve the technical capabilities of employees, including group companies, so we will systematically work to improve the technical capabilities of young employees and at the same time train engineers in fields that require highly specialized technology. I'm going.
