Regarding the solicitation of opinions regarding the "Measures (draft) to deter reckless driving in the review of late-night discounts" on Expressway.

The Ministry of Land, Infrastructure, Transport and Tourism and three Expressway companies announced on January 20, 2020, "Review of late-night Expressway discounts," which aims to increase the distance eligible for discounts. We received opinions from the public regarding the ``Measures to deter reckless driving in the review of late-night discounts (proposed)'' in order to deter reckless driving such as ``exceeding speed'' and allow you to continue to use Expressway safely and securely. We are recruiting.

1. 1. Opinion solicitation target

“Measures to deter reckless driving in reviewing late-night discounts (proposed)”

Regarding the distance covered by the late-night discount, the upper limit distance is set as follows, depending on the vehicle type of Expressway toll and the hours of use of Expressway between 10:00 p.m. and 5:00 a.m. (hereinafter referred to as "use hours"), etc. To do.
If the distance traveled exceeds the upper limit distance during the period when the late-night discount is applied, from 10pm to 5am, the discount amount for the late-night discount will be calculated using the upper limit distance. (If the distance is below the upper limit, a discount will be given based on the distance traveled from 10pm to 5am the next day)
Regarding the upper limit distance, please refer to the concept of continuous driving time in the "Standards for Improving Working Hours, etc. of Automobile Drivers" established by the Ministry of Health, Labor and Welfare, and if the usage time exceeds 4 hours, a 30-minute break will be taken. Please take into consideration the settings.

Light cars, etc./ordinary cars ・Medium-sized cars/passenger cars	The maximum distance eligible for the discount is 100km ^(*) per hour of use during the discount application time. If the usage time exceeds 4 hours during the discount applicable time period, the maximum distance equivalent to 30 minutes of usage time will be subtracted from the above calculation. However, the maximum distance after reduction shall not be less than the maximum distance equivalent to 4 hours of usage time. The above calculation is performed every 22:00 to 5:00 the next day.
Large car/extra large car (other than shared vehicles)	The maximum distance eligible for the discount is 80km ^(*) per hour of use during the discount application time. If the usage time exceeds 4 hours during the discount applicable time period, the maximum distance equivalent to 30 minutes of usage time will be subtracted from the above calculation. However, the maximum distance after reduction shall not be less than the maximum distance equivalent to 4 hours of usage time. The above calculation is performed every 22:00 to 5:00 the next day.

In consideration of the fact that speedometer errors may occur, 5km will be added per hour of use when calculating the upper limit distance.

The above upper limit distance setting does not condone reckless driving such as excessive speed. Please continue to check road conditions and speed signs due to weather, etc., comply with traffic rules and etiquette, and drive at a safe speed.

In the ``Policy Package for Logistics Innovation'' decided at the ``Relevant Ministerial Conference on Logistics Innovation in Japan'', it is indicated that the speed limit for trucks Expressway (80 km/h) will be raised, and depending on the contents, Subject to change.

The above-mentioned "passenger vehicle" refers to a regular vehicle as defined in Article 3 of the Road Transport Vehicle Act (Act No. 185 of 1950) that is used for the transportation of people and has a seating capacity of 11 or more people.
