NEXCO EAST, NEXCO CENTRAL, and NEXCO WEST are currently installing and testing partition fences in place of rubber poles as a measure to prevent head-on collisions on Expressway in temporary two-lane sections, which are prone to serious accidents.
Based on the "Policy for installing wire ropes on temporary two-lane Expressway" published by the Ministry of Land, Infrastructure, Transport and Tourism on June 15, 2018, and the "New policy for installing wire ropes on temporary two-lane Expressway" published on March 31, 2020, we have been proceeding with the installation of wire ropes in earthwork sections and small and medium-sized bridges *1, with the work expected to be largely completed by the end of fiscal year 2022.
Regarding long-span bridges *2 and tunnels, following the 5th Technical Review Committee on Measures to Prevent Head-On Collisions on Expressway on June 8, 2021, center pipes and center blocks were installed on a trial basis in October 2021, and verification began.
We are pleased to announce that, in light of the decision made at the "8th Technical Review Committee on Measures to Prevent Head-On Collisions on Expressway" held on August 5, 2025, to Large the trial installation (Attachment 1 [PDF: 1.1MB]), we have decided to install center pipes and center blocks in the following locations. We will continue to verify the effectiveness and applicability of this measure as a measure to prevent head-on collisions, and will work on traffic safety measures in the provisional two-lane sections.
- Small and medium-sized bridges: Bridges with a bridge length of less than 50 m
- Long bridge: A bridge with a bridge length of 50 m or more
Section fence trial installation location
The trial installation of partition fences will be expanded to 15 additional routes nationwide, covering a total distance of approximately 17 km (Appendix 2 [PDF: 1.1 MB]). Installation will begin in fiscal year 2025, with the aim of completing installation within approximately two years (Appendix 2 [PDF: 1.1 MB]).

The completion of installation may be delayed depending on the implementation status of nighttime construction road closures and the status of construction contracts.
What is a division fence?
The following technical performance has been confirmed, and it can be installed within the construction limit as one of the "fences or piece stops on the road".
- Expressway, safety according to the "guard rail" is ensured.
- It contributes to ensuring the safe and smooth passage of vehicles and does not hinder the passage.
