Regarding the Tokyo Outer Ring Road (Chiba section), which opened on June 2, 2018, the economic effects of 90 billion yen are expected every year, mainly for local governments along the route, and the development effects five years after opening are summarized.

Target section

Gaikan Expressway:
Misato Minami IC - Takaya JCT (extension 15.5km)
Route 298:
Route 6 to Route 357 (extension 11.4km)

Economic effect

  • The economic effect is expected to be about 90 billion yen annually, mainly for the municipalities along the route (Ichikawa City, Matsudo City, Funabashi City), and when the three ring roads are completed in the future, the economic effect is expected to be about 1.0 trillion yen annually.
  • In municipalities along the line (Ichikawa City, Matsudo City, Funabashi City), industrial land prices rose by about 30%, property taxes (land, houses, depreciable assets), and the number of employees (transportation and postal businesses) increased by about 5%.

Wide area effect

  • Due to traffic diversion, etc., the traffic volume on the Central Circular Route will be reduced by up to 30%, and the congestion loss time inside the Central Circular Route (including the Central Circular Route) will be reduced by about 20% compared to before opening.
  • On the day of the accident on the Metropolitan Expressway, about 80% used it as a detour route, shortening it by about 52 minutes.
  • The time required between the points connected by the opening (Takaya JCT → Misato JCT) is shortened by about 20 minutes.

Effect on the region

  • About 80% of the north-south traffic in the area uses National Route 298, reducing traffic volume by about 20%.
  • About 90% of residents living along the lines feel that the average travel time on the Ichikawa Matsudo Line has been shortened by about 20%.
  • The traffic volume on community roads that were used as loopholes decreased by about 40%, contributing to improved safety.
