NEXCO EAST Tohoku Regional Head Office (Aoba-ku, Sendai-shi, Regional Head Office president: Mikio Kashima), in view of the importance of the Expressway playing a major role in securing regional traffic as an emergency transportation route in the event of a disaster, the Miyagi-ken Oki earthquake with a seismic intensity of more than 7 We will conduct on-site training (open to the public) assuming that it has occurred in the Chojahara Service Area (SA).

1. Purpose

Expressway Disaster prevention personnel will conduct joint disaster prevention drills to strengthen mutual cooperation with affiliated companies, improve practical skills for disaster emergency measures, and raise awareness of disaster prevention among employees and affiliated companies. 5 Assumed training

It is assumed that the Miyagiken-oki Earthquake (magnitude of earthquake: maximum seismic intensity 7) occurred and the Expressway facility was damaged and became unable to run.

6 Training content

Assuming a situation in which Expressway suffered a disaster and it was impossible to run due to a step, training focused on the initial action system until the emergency transportation route was secured by emergency restoration.

  1. Local response headquarters management training
    • Along with the occurrence of an earthquake, we will set up a local countermeasures headquarters, set up disaster prevention vehicles and satellite communication vehicles, and conduct image transmission training.
  2. Evacuation guidance training for customers at rest facilities
    • Training to safely evacuate the customer (our company staff) in the rest facility to an outdoor garden.
  3. Rescue activities, fire fighting simulation training
    • Cardiopulmonary resuscitation training with AED equipment and fire extinguisher training with a fire extinguisher.
  4. Road emergency inspection training
    • Confirmation of the equipment necessary for dispatching to the emergency inspection of the damaged Expressway grasping the damage situation in the inspection, and reporting to the local countermeasures headquarters.
  5. Road level correction training
    • Training to create sandbags for rubbing places that are impassable due to steps and to rub them temporarily to allow vehicles to pass.

[Position for disaster prevention of Chojahara SA]
Chojahara SA has the following functions in the event of a large-scale disaster.

  • Expressway is the primary waiting (evacuation) place for vehicles when it becomes inoperable due to damage.
  • We provide relief services for customers at SA, support for cooking, and provision of supplies for disaster prevention storage.
  • Since this SA has a welcome gate and is structured to allow access from outside the SA, it can be temporarily used as an evacuation site for residents in the event of a large-scale disaster.
  • The SA has a heliport installed and can be used as a base for fire and disaster prevention helicopter takeoff and landing in the event of a large-scale accident or disaster.
  • NEXCO EAST will play a role as a disaster prevention base based on the "Mutual cooperation agreement in the event of a large-scale disaster" signed with Miyagi Prefecture.
