NEXCO EAST Yuzawa Management Office (Yuzawa-machi, Minamiuonuma-gun) anticipates a traffic accident in the Kan-Etsu Expressway Kanetsu Tunnel (extension approximately 11km), and responds swiftly and accurately in cooperation with relevant organizations. To achieve this, we will carry out the "Kanetsu Tunnel Comprehensive Disaster Prevention Drill" as follows.

Please note that due to training, the Kanetsu Tunnel (Out-bound) will be temporarily closed for about 30 minutes on that day.

We apologize for any inconvenience, but this is an important training to ensure the safety of our customers in an emergency. Thank you for your understanding and cooperation.

(Training on the Out-bound line of the Tachi-Taru parking area will be conducted assuming that it is inside the Kanetsu tunnel.)

1 Temporary ban on the Kanetsu Tunnel due to comprehensive disaster drills

  • Toll
    For customers using Kan-Etsu Expressway Out-bound, who exit at a designated interchange due to the implementation of the temporary Kan-etsu Tunnel entry ban, take a detour onto National Route 17, and then re-enter from the designated interchange, tolls will be adjusted as long as the following conditions are met.
    (1) Exit IC for detour: Tsukiyono IC or Minakami IC Out-bound Kan-Etsu Expressway (outbound)
    (2) After the detour, you will enter the following IC: Yuzawa IC, Shiozawa Ishiuchi IC, or Muikamachi IC Out-bound Kan-Etsu Expressway (outbound)
    (3) Date and time of entry/exit: Vehicles that exited the interchange in (1) during the period when the Kan'etsu Tunnel temporary entry prohibition was in effect, and entered the interchange in (2) within six hours of exiting.
  • Other
    Information regarding the temporary entrance prohibition of the Kanetsu Tunnel will be announced on Kan-Etsu Expressway in the designated SA, PA and IC via signs, posters, wide area information boards, highway radios and highway telephones.

2 Training content

Assuming an accident of three related vehicles has occurred, police, fire department, NEXCO EAST etc. will conduct training such as rescue and rescue of injured people, fire fighting activities.

  • Accident summary
    (1) At about 154.9 kp (approximately 8.3 km from the Minakami entrance) on the Out-bound lane of the Kan'etsu Tunnel, a passenger car (A) traveling in the passing lane mishandled the steering wheel and collided with the right side wall of the tunnel. As the car returned to the driving lane due to the force of the steering wheel failure, it was rear-ended by a passenger car (B) from behind. Fires broke out in both vehicles.
    (2) Furthermore, passenger car (C) suddenly braked to avoid the accident, slipped, collided with both sides of the tunnel, and came to a stop behind passenger car (B). The driver of the vehicle was unable to escape.
    *Accidents will be simulated accidents involving real vehicles, and fires will be simulated fires.
    *The actual training location will be near 149.1 kp on the Kan'etsu Tunnel's Out-bound lane (approximately 2.5 km from the Minakami entrance) in order to shorten the no-entry time.

  • Training content
    (1) In the Kanetsu tunnel Out-bound line: On-site emergency drills using the evacuation contact pit, fire-fighting training with water spray and fire trucks, rescue training with an ambulance, evacuation drills from the evacuation pit
    * Assuming a worsening of power supply and demand, turn off all tunnel lighting on the passing lane side.
    (2) In the Out-bound line of the Taru-Taru parking area... Rescue training with a work vehicle and exclusion training for accident vehicles

3 Information on interviews

If the media organization wants to cover the training, we will guide you from the meeting place to the training site with a vehicle prepared by NEXCO EAST, so please follow the procedure below.

  • On the day of the event, all vehicles except training vehicles and emergency vehicles will be temporarily prohibited from entering the Kanetsu tunnel, so ordinary vehicles, including news vehicles, will not be allowed to pass to the training site.
  • If you are interested in interviewing the training, please contact NEXCO EAST 13:00 on Thursday, October 13, 2011, with the company name, the number of participants, and the names and contacts of those who can contact on the day. Please contact the Yuzawa Management Office General Affairs Department.
