1. the purpose
The government's Growth Strategy Council's Growth Strategy (Cabinet decision on June 18, 2021) states that "electric vehicles will achieve the same level of economic efficiency and convenience as gasoline vehicles by 2030 at the latest," and the spread of electric vehicles is expected to accelerate in the future. NEXCO EAST has been working with charging operators to develop and operate rapid charging facilities for EVs at rest areas on Expressway.
Furthermore, in order to achieve carbon neutrality by 2050, NEXCO East Japan formulated the "NEXCO EAST Road Decarbonization Promotion Plan" in March 2026. Regarding the development of charging facilities at rest areas, we will proceed with coordination and development with relevant ministries and agencies, taking into account the current state of electric vehicle penetration.
In light of these circumstances, and in order to address the increasing demand for charging in the future and to reduce CO2 emissions in the road usage sector, NEXCO EAST is soliciting bids from businesses to develop, operate, and manage charging facilities at rest areas managed by the company.
- Electric vehicles are a general term for automobiles that use electric motors for propulsion, including EVs, PHEVs, HEVs, and FCVs.
2. Details of the public offering
We will be conducting a public tender based on the "Public Tender Guidelines for the Development of EV Fast Charging Facilities on Expressway" posted at the bottom of this page.

From Monday, August 3, 2026 to Monday, September 14, 2026, until 4:00 PM
4. Selection results
The selection of the service provider is scheduled to take place around early October 2026.
Once the selection process is complete, we will announce the names of the selected companies and the results of the review.
