From the October 1, 2006, NEXCO EAST will manage and operate the following 11 social experiment sites for smart interchanges (smart ICs) that connect to service areas and parking areas.
The Kan-Etsu Expressway Michikomari Smart IC and Joban Expressway Michimo SA Smart IC will be open all day from 6:00 am on October 1, the first day of full-scale implementation.

How to use smart IC
When using smart ICs, please note the following points after the social experiment.
- The smart IC is an interchange only for ETC. You can securely insert a valid ETC card into the ETC on-board unit that has been installed and set up in the vehicle in the prescribed method, and pass through when the ETC system is available.
- Please note that there are restrictions on operating hours, direction of entry and exit, and target vehicle types.
- With smart ICs, communication is performed while the car is stopped, and the open/close bar opens. Therefore, be sure to stop once before the open/close bar.
If the bar does not open even after stopping, press the communication start button located in the lane. - If traffic is closed, the doorway may be closed without notice. In this case, please use the nearest IC.
- The smart IC does not handle the tasks that are normally done at the Expressway toll gate office, such as refunds, replacements, and payments of unpaid highway cards.
