Utilizing IC cards for the toll road electronic toll collection system (ETC)
Public solicitation of counterparties for toll settlement contracts

East Nippon Expressway Co., Ltd., Central Expressway Expressway Limited, West Expressway Company Limited, Hanshin Expressway Company Limited, and Honshu-Shikoku Expressway Company Limited (hereinafter referred to as "Expressway Companies") are working to create an environment that makes ETC easy to use.
We are pleased to announce that, with the aim of further promoting ETC, we will be accepting applications from January 29, 2026 for entities that will enter into toll payment contracts with Expressway companies in order to add new issuers of ETC IC cards (hereinafter referred to as "ETC cards").

1. Application process

1. Expressway companies distribute public offering guidelines on their websites
2. Applicants must express their intention to participate by submitting documents certifying their eligibility.
3. Expressway company will issue a condition sheet to applicants who meet the application requirements.
4. Applicants who have received the terms and conditions must submit an application based on the application guidelines and terms and conditions.
5. Expressway company will review the applications and select contract candidates from among the applicants.
6. Expressway company and the contract candidate will discuss the contractual matters and then conclude the contract.

2. Content of the work to be performed by the contractor

1. Recruiting ETC card users (hereinafter referred to as "ETC card members")
2. ETC card issuance and toll payment
3. Collection of tolls from ETC card members
4. In addition to (1) to (3), the items required for credit card payment of tolls using an ETC card

3. Number of subscribers

A maximum of four parties will be selected to enter into contracts through this public offering.

   Thursday, January 29, 2020 - Friday, March 27, 2020
2. Application submission period
   Thursday, April 23, 2020 - Friday, June 5, 2020
