Japan Expressway Ownership and Debt Repayment Agency, an independent administrative agency, East Nippon Expressway Co., Ltd., Central Japan Expressway, Ltd., West Japan Expressway Ltd., and Honshu-Shikoku Connecting Expressway, Ltd. are the members of the Social Capital Development Council, Road Subcommittee, National Trunk Lines.
