NEXCO EAST, NEXCO CENTRAL, and NEXCO WEST (hereinafter referred to as the "Three NEXCO Companies") reported on their future policy for preventing wrong-way driving at the "Expert Committee on Countermeasures against Expressway (hereinafter referred to as the "Expert Committee") held on July 24, 2024. In light of this, they will begin accepting submissions of new wrong-way driving countermeasure technologies from December 20, 2024.
Wrong-way driving on Expressway occurs frequently, roughly once every two days. Furthermore, accidents caused by wrong-way vehicles can involve vehicles traveling in the correct direction, such as head-on collisions, which can lead to tragic accidents in which people traveling in the correct direction are also caught up.
In order to achieve the goal of "zero serious accidents caused by wrong-way driving by 2029" set out in the "Fundamental Plan for Safety and Security on Expressway" formulated by the Ministry of Land, Infrastructure, Transport and Tourism in 2019, the three NEXCO companies also formulated the "Implementation Plan for Safety and Security on Expressway" in 2019 and are promoting various measures to prevent wrong-way driving, cooperating as necessary with the expert committee established by the Ministry of Land, Infrastructure, Transport and Tourism.
The proposals for the current public offering are for two technologies: "Theme IV" - a technology that uses existing road management facilities (CCTV cameras) to detect vehicles driving in the wrong direction and issues a warning to both wrong-way and forward-driving vehicles based on the detected information; and "Theme V" - a technology that enables a wrong-way vehicle to recognize (detect) that it is driving in the wrong direction and use that information to issue a warning to itself (the wrong-way vehicle).
The technologies selected for on-site testing will be tested from May 2025 onwards, with the aim of gradually rolling them out from around the end of fiscal year 2026.
