Simultaneous announcement by the Ministry of Land, Infrastructure, Transport and Tourism
On March 7, 2025, the Ministry of Land, Infrastructure, Transport and Tourism announced its implementation policy for system optimization measures. We are now pleased to announce that the Ministry has announced that it has decided on the specific date and time for excluding truck-type medium-sized vehicles from the scope of the free tax treatment.

- Regarding the free Expressway travel for evacuees from restricted areas due to the nuclear accident, it was announced on March 7, 2025 that, from around the summer of 2025, truck-type medium-sized vehicles would be excluded from the free expressway travel allowance.
- Starting Monday, September 1, 2025, truck-type medium-sized vehicles will no longer be eligible for the free service.

Summary of the changes (excerpt from the Ministry of Land, Infrastructure, Transport and Tourism press release)
Vehicles classified as "medium-sized vehicles" for Expressway tolls and which have "cargo" listed under "purpose" on their vehicle inspection certificate are excluded from this exemption measure.
(e.g. trucks, trailer heads, etc.)
In addition, the vehicle has a rear seat and can accommodate 4 to 10 people.
- Vehicles with no partition between the passenger equipment and the cargo area (e.g., minivans)
- Vehicles with a separate seating area and a maximum load capacity of 500 kg or less (e.g., pickup trucks)
Vehicles will continue to be eligible for free treatment.
