NEXCO EAST Kanto Regional Head Office and NEXCO CENTRAL Tokyo Regional Head Office /Hachioji Regional Head Office, Obon period [14 days from Thursday, August 6 to Wednesday, August 19, 2009] Expressway in Kanto Koshin region and Shizuoka prefecture We have summarized the trends and countermeasures for traffic congestion (10 km or more) due to traffic concentration that is expected to occur in such areas.

This year's Bon Festival will implement tariff measures to disperse traffic. However, it is predicted that there will be a lot of traffic congestion, so please refer to this traffic congestion forecast to shift your departure time before and after the time when the peak traffic congestion is expected. When distributed use is not sufficiently planned, more traffic jams are expected to occur, so please make good use of special discounts during the Obon season, traffic jam forecast information, and the latest road traffic information, and ask for cooperation in distributed use. To do.

As a result of the discount on the Bon Festival, we forecast traffic congestion based on the results of this year's Golden Week, which introduced a special holiday discount. As a result, it is expected that a lot of long traffic jams will occur, and there may be traffic jams even in places where no traffic jam has occurred until now.

Also, if you use ETC, you can use various discounts and smart interchanges.
(For more information, please see http://www.driveplaza.com/traffic/tolls_etc/ or http://www.c-nexco.co.jp/etc/)

In the ETC lane, keep a sufficient distance between vehicles and drive at a safe speed of 20 km/h or less. NEXCO EAST and NEXCO CENTRAL, speed control measures are being implemented to delay the opening timing of the ETC opening/closing bar. We ask for your understanding and cooperation.

1 Congestion prediction

(1) Trend of traffic congestion

Congestion is expected to concentrate on the Out-bound line from Thursday, August 13 to Friday, August 14, and on the In-bound line from Friday, August 14 to Sunday, August 16. Toll measures will be implemented to disperse traffic, but if decentralized use is not sufficient, it is expected that the past tray and traffic trends will change and traffic congestion will increase.

Expected jam count: Out-bound direction 124 times (8 / 6-8 / 17), In-bound image of surface 178 times (8 / 6-8 / 19)
  • Gaikan Expressway, the direction toward Misato Minami IC is "outer direction" and the direction toward Oizumi JCT is "inward direction".

For a list of major traffic jams (peak traffic jam length of 10km or more) on Expressway in the Kanto Koshin region and Shizuoka prefecture, see Attachment-1 [PDF:249KB] Please refer to.

2 How to obtain road traffic information

For information on how to obtain real-time road traffic information and traffic congestion forecast information, please see Attachment-4 [PDF:225KB].

3 Customer service initiatives with special holiday discounts

Since congestion is expected to exceed the usual year, we will work to strengthen our customer services, such as measures for alerting rear-end collisions at the end of traffic congestion, staffing parking lots in the service area, and installing temporary toilets. (Attachment-5-9 [PDF:661KB])

4 Requests to Customers

During this time, Expressway and service areas are very crowded. (Attachment-2, 3 [PDF:258KB])

To avoid traffic congestion and ensure a safe trip, we ask our customers to check the following points.

For travel planning

  • Please use the traffic congestion prediction information

If you shift the departure time before or after the time when the peak of traffic congestion is predicted based on the traffic congestion prediction information, you can avoid the traffic and move.

  • Please refuel and toilet early.

Refueling and toilets in the service area are expected to be crowded.

Please finish as soon as possible before using the Expressway or before the traffic jam section.

To alleviate traffic congestion

  • Thank you for your cooperation in reducing traffic on the Expressway.

[Three principles for alleviating traffic congestion]

(1) Do not slow down
In-bound and reaches the hill, weaving car speed is reduced to one that does not notice, because the vehicle-to-vehicle distance is shortened, stepped on the following vehicles are one after another brake, congestion occurs. In-bound in the hill, let's be careful not to lower the speed.

(2) Do not reduce the distance between vehicles too much
If the distance between vehicles is too short, the speed of the preceding vehicle will slow down and the following vehicles will step on the brakes one after another, causing traffic congestion. Keep a sufficient distance between vehicles so that you do not press the brakes excessively.

(3) Do not concentrate on the passing lane
When it gets crowded, the cars concentrate in the overtaking lane to drive as fast as possible. To shrink the distance between vehicles in its influence, as it is In-bound and approaches the slope and sag, will be congestion from the lane overtaking ahead is likely to occur.

For a safe trip

  • Please check the car before driving to prevent troubles during driving.

Trouble on a Expressway can cause accidents and congestion. Most troubles can be prevented by basic vehicle inspection before driving. In particular, be sure to check the fuel, tires, oil, and cooling water.

  • Please take a proper break

Driving at night or driving for a long time is easy to get tired. Take appropriate breaks in the service area and try to drive safely.

In addition, please be aware that there have been some cases where you accidentally made a mistake in the approaching direction, such as after a break in the service area, and running backwards on the main Expressway, leading to an accident.

  • Never drive, don't drive

Drunk driving is an extremely malicious and dangerous driving act that can lead to serious accidents such as death. Let's make sure that each and every one of us "doesn't drive and never drives" to eliminate the tragic accidents of drinking and driving.

  • Please wear your seat belt even in the back seat

From June 1, 2008, the revised Road Traffic Law came into force, and it became mandatory to wear seat belts even in the back seats. Be sure to wear your seat belt properly not only in the driver's and passenger seats but also in the rear seats.

  • Please be careful of a rear-end collision at the end of a traffic jam

When a traffic jam occurs, there are many rear-end collision accidents in the traffic queue and at the tail end of the traffic jam.

Don't look aside, but at the end of the traffic jam, use hazard lights to signal the following vehicle and try to prevent a rear-end collision.

For customers using ETC

  • Insert the ETC card securely

Forgetting to insert the ETC card or using it in the incompletely inserted state may cause the open/close bar to not operate and is extremely dangerous. Make sure that you have inserted the ETC card into the in-vehicle device before using.

Also, the ETC card has an expiration date similar to a credit card. Please note that expired cards cannot be used.

  • Please use the ETC lane at a slow speed.

Enter the TC lane with a sufficient distance between you and the vehicle in front of you, decelerate to 20 km/h or less, enter the ETC lane slowly, and open and close the bar at a speed that allows you to safely stop. Please make sure that has opened.

In case of accident or breakdown

  • Please evacuate to a safe place promptly

If you stop due to a traffic accident or breakdown, staying on the road is very dangerous.

Please take the following actions for your safety.

(1) Use hazard lamps, triangular stop signs, flaming cylinders, etc. to inform the following vehicle of the danger.
(2) Evacuate quickly to a safe place such as outside the guardrail, while paying attention to passing vehicles.
(3) Please report the situation by "emergency phone" etc. and follow the instructions and wait in a safe place.

If you find an abnormality on the road

  • Please let us know by emergency call or road emergency dial " #9910 "

If you find an emergency situation such as a pit or a fallen object on the road that may interfere with the traffic of the vehicle, please call the emergency phone near you or the road emergency dial "#9910".

" #9910 " can be reported from landlines (NTT), mobile phones (NTT Docomo, au, SoftBank Mobile, e-Mobile) and PHS (Willcom).

  • Use of mobile phones while driving is prohibited. Before using a mobile phone while driving, please ask a passenger or stop in a safe place.
