  • Emergency Measures for Embankment Deformation of Joshin-Etsu Expressway (Usui Karuizawa IC-Saku IC) due to Typhoon 19 (3rd Report)

October 16, 2019
East Nippon Expressway Co., Ltd.
Kanto Regional Head Office

Due to the influence of Typhoon No.19, we will carry out emergency measures for the embankment between the Usui Karuizawa IC and the Saku IC on the Joshin-Etsu Expressway which is still closed.
The road will be closed until the emergency measures are completed. We ask our customers to use the following detours.
We apologize for the inconvenience and ask for your understanding and cooperation.
* Since the access road connecting Usui Karuizawa IC and National Highway 18 can pass from 13:00 on March 16, we changed the closed section from between Matsuida Myoyoshi IC-Saku IC to Usui Karuizawa IC-Saku IC. .

1 Outline of disaster

Attachment 1 [PDF: 434KB] As shown in the figure, a change was confirmed on the embankment in the Kosaka district of Saku City on the Joshin-Etsu Expressway. Since the groundwater level is rising and the transformation is progressing, we will take emergency measures.

2 Location map and detour

Please use Route 18 as a detour while the road is closed. You can also make a detour using Route 254 and Shimonita IC.
Please do not use the detour if you are in an emergency vehicle as it will interfere with the construction work.

Location map and image of detour

Congestion is expected at each exit of Usui Karuizawa IC, Matsuida Myoyoshi IC, and Shimonita IC on the Out-bound line. Please make sure you have enough time and check the latest road traffic information before using.
In addition, please change the operation and travel plans as necessary.

3 Prospects for lifting roadblocks

It is expected that it will take at least one week before the road is closed.
* After the suspension of traffic closure, we plan to have two-way traffic (one lane each for the upper and lower lanes).

4 Connection adjustment due to suspension of traffic

For passengers who temporarily flow out of the Expressway due to suspension of traffic, bypass the suspension of traffic, re-enter, and transfer in the forward direction, we will carry out "transit adjustment" to adjust the toll according to the segment used. . Attachment 2 [PDF: 88KB]

How to use transit adjustment

<< ETC customers >>

  • Customers using ETC are requested to run the outflow designated IC wirelessly and the re-inflow designated IC wirelessly. (No transit certificate will be issued for ETC vehicles)
  • ETC time zone discount will be applied, considering the transited journey as one.
Toll charges are adjusted at the time of billing, so they may differ from those displayed at the toll gate.

<< Customers for cash, etc. >>

  • Customers who pay by cash, etc. should receive the "passage certificate" at the outflow designated IC, and then get the "passport" at the re-inflow designated IC, and then make the "transfer" at the toll booth that pays the fare first. Please give us your "certificate" and "passport".
