NEXCO EAST Kanto Regional Head Office (Saitama City, Saitama Prefecture) is conducting a demonstration experiment of "limited-time parking spaces" on the E4 Tohoku Expressway (hereinafter "Tohoku Expressway") Kamikawachi Service Area (hereinafter "SA") In-bound line. We would like to inform you that it has started on Tuesday, November 28, 2020.
"Short-term parking spaces" are designed to ensure that large vehicle drivers have a more reliable opportunity to take a break by making a portion of the large vehicle parking spaces (5 spaces) available for parking for up to 60 minutes. . In this demonstration experiment, we installed "short-term parking spaces" at rest facilities where many large vehicles leave the SA/PA without being able to park due to the presence of vehicles parked for long periods of time, thereby changing the opportunities for breaks. We will verify the congestion situation including surrounding rest facilities, effective maintenance locations, etc. For customers using Kamikawachi SA (In-bound), please follow the information signs in the parking lot and use it appropriately.

1. Kamikawachi SA In-bound line “Short-term limited parking space” maintenance status

Information signs (see Figure 1) have been installed in the parking lot to guide you to the location of the short-term parking spaces. In addition, road markings (see Figure 2) have been placed to make it clear that the parking spaces are limited to short-term parking spaces.

2. Request for use

Customers using the "short-term parking spaces" are asked to follow the information signs and road markings inside the rest facility and leave within 60 minutes after parking.
Additionally, if you will be parking for more than 60 minutes, please use a parking space other than the short-term parking spaces.

3. Background to the introduction of “short-term parking spaces”

 NEXCO東日本、NEXCO中日本、NEXCO西日本では、SA・PAの駐車マスの拡充を進めています。しかし、都市近郊部を中心としたSA・PAでは、長時間駐車車両の割合が多く、依然として混雑しています。その結果、駐車ができずにSA・PAを出ていく車両が存在しており、本来必要である休憩機会を逸しているものと考えられます。
 「短時間限定駐車マス」の整備をすることで、より多くの車両が確実に駐車できる機会を確保するものです。
 なお、今回NEXCO東日本管内で運用を開始する上河内SA(上り)のほか、蓮田SA(上り)・国見SA(下り)・安達太良SA(下り)の3箇所についても、令和5年度中までに順次運用を開始する予定です。
