About accusation of road law Article 47 Clause 2 violator (excess weight vehicle)

　独立行政法人日本高速道路保有・債務返済機構（神奈川県横浜市西区、理事長・澤田さわだ　聡さとる）（以下「高速道路機構」という。）と東日本高速道路株式会社（以下「NEXCO東日本」という。）関東支社（埼玉県さいたま市大宮区、支社長・金田かねだ　泰明やすあき）は、本日、下記のとおり、連名で埼玉県警察本部交通部高速道路交通警察隊に告発を行いましたので、お知らせします。

1. Background

　令和6年12月10日に、E4東北自動車道　下り線　浦和本線料金所において、道路法第47条第2項に違反して、セミトレーラを通行させた運転手（野原　宏和）を同法第104条第1号に該当するものとして、埼玉県警察本部交通部高速道路交通警察隊に告発しました。
　本件違反については、車両制限令で定められた一般的制限値25トンを大きく超過する車両総重量60.1トンのセミトレーラを通行させたことから、極めて悪質な違反であると考えております。

• This violation was extremely serious, leading to prosecution. Although the vehicle had received a permit for passage up to 32.95 tons under Article 47-2, Paragraph 1 of the Road Act, the driver allowed a semi-trailer with a total vehicle weight of 60.1 tons to pass through the road. This exceeded the weight obtained by subtracting the general limit stipulated in the Vehicle Restriction Ordinance from the permitted weight, and then adding twice the general limit.

2. Efforts to date

　このような車両制限令違反車両、特に重量違反車両は、速度低下、操作性低下に加え、重大事故を誘発する可能性があります。また、例えば軸重20トン車1台の走行が橋梁の床版^（※）に与える影響は、一般的制限値である軸重10トン車約4,000台の走行に相当すると言われており、道路を著しく劣化させる要因となります。
　そのため、NEXCO東日本は、専門的に取締りを行う「車両制限令等違反取締隊」を組織し、違反車両に対する指導、取締りを行っています。
　さらに、取締り現場での直接指導以外にも、悪質違反者については、高速道路機構と高速道路6会社が連携して、連名による文書警告の実施や、悪質違反者（社）の責任者を車両制限令違反者講習会に招請して対面指導を実施するなど、違反車両撲滅に向けた取組みを行っています。

3. Future actions

Expressway Corporation and NEXCO EAST will continue to work closely with relevant agencies to take strict administrative action against vehicles that violate the Road Act, and strive to ensure safe and smooth traffic.
