NEXCO EAST Niigata Regional Head Office Office Niigata Management Office (Kinan Ward, Niigata City, Director: Hiromitsu Shimomura) assumes a traffic accident in the Yaeyama Tunnel of Ban-Etsu Expressway (extension 2,997m), and also cooperates with related organizations. In order to respond promptly and accurately, we will carry out the "Tunnel Comprehensive Disaster Prevention Drill" as follows.

4 Training content

Assuming a collision between vehicles has occurred in the Yakeyama tunnel (two-way traffic section), we will conduct training such as rescue of injured people and fire extinguishing activities (the assumed contents of the accident are as in the reference material).

In addition, using the lifesaving support heliport in the Aganogawa service area (Out-bound), we will carry out training to emergency transportation of persons injured in an accident on a Expressway to a medical institution.

1. Accidental assumptions (simulated accident/simulated fire using actual vehicle)

  1. On the Out-bound line of the Yakeyama tunnel, a wagon vehicle running on the Out-bound made a mistake in driving and touched the side wall, spun due to an impact, and stopped in a form of blocking the up and down line. An ordinary passenger car traveling Out-bound line crashed into the side of the wagon.
  2. The wagon car that collided stops in a form that blocks the vertical line. Of the five crew members, one was seriously injured and four were slightly injured. An ordinary passenger car stopped in the Out-bound line and out of the two occupants, the driver was seriously injured and one in the passenger seat was slightly injured, but both were trapped inside the vehicle and unable to escape. After the collision, smoke was emitted from the engine of a normal passenger car.

3. Training details

  1. Report communication training
    Training to notify the Road Control Center (virtual) of an accident from an emergency call and request the fire department and police to dispatch after receiving the accident.
  2. Traffic regulation training
    Training to enforce traffic regulations at the scene of an accident and to guide vehicles that have stagnated before and after the scene to evacuate.
  3. Rescue training
    Training to rescue an injured person trapped in a work vehicle and transport it by ambulance.
    After leaving the scene of the accident, the ambulance heads for the lifesaving support heliport in the Aganogawa SA (Out-bound line). At the helipad, a helicopter of the Air Corps will conduct takeoff and landing training assuming transport to a hospital in Niigata city.
  4. Fire fighting training
    Fire drills for fire vehicles using pump cars.
  5. Accident identification training
    Accident and fire cause investigation training by police and fire departments.
  6. Accident car exclusion training
    Training to remove accident vehicles from the scene with tow trucks.

Since the above (1) to (6) are carried out in a series of flow, (3) helicopter takeoff and landing training and (4) to (6) in the rescue and emergency training will proceed simultaneously. For this reason, those who interview the transport training at the heliport cannot see the training at the Tsugawa IC.

4. Implementation status of training up to last year
The Niigata Management Office has been carrying out similar training on the assumption of an accident in a tunnel since 2002, and this is the sixth time this year.
