At the E8 Hokuriku Expressway Kurosaki Kurosaki Smart Interchange (IC), all vehicle types will be available for 24 hours from March 25 (Sat), as per the press release dated January 18, 2020 (Wednesday). Due to the change in operation, the Kurosaki Smart IC In-bound entrance/exit (exit from Niigata and entrance to Nagaoka) will be closed due to construction work.
In addition, along with the start of operation of the Niigata Central Circular Road, which will open on the same day and connect to the Kurosaki Smart IC, the operation of In-bound entrance/exit will change.
We apologize for the inconvenience, but we ask for your understanding and cooperation as this work is necessary for the safe and comfortable use of Expressway.

2. Detour
Refer to the figure below for detours.
- Hokuriku Expressway Kurosaki Smart IC In-bound Line ⇒ If you detour from Makigata Higashi IC as shown by the pink arrow in the figure below, the required time is about 18 minutes (usually about 6 minutes)
- Hokuriku Expressway Niigata-Nishi IC ⇒ Kurosaki Smart IC In-bound line, as shown by the blue arrow in the diagram below, takes about 21 minutes (usually about 4 minutes)
Detours will increase the time required, so please take time to go out.
3. Construction overview
On the Kurosaki Smart IC In-bound line, the entrance and exit will be closed from 6:00 on Saturday, March 25 until the opening time of the Niigata Central Ring Road, which will open on the same day, and the operating form of the Kurosaki Smart IC will be changed (24 hours, all car models available), we will carry out ETC switching work, removal of existing ETC equipment, pavement repair work, and road marking work.
In addition, prior to the change in the operating mode of the Kurosaki Smart IC In-bound line, work is being carried out on a part of the Kurosaki PA In-bound line. Please use it according to the instructions of the guide.
Four. Change the shape of the access road on the Kurosaki Smart IC In-bound line
Due to the opening of the Niigata Central Circular Road, the access road for the Kurosaki Smart IC In-bound line will be changed.
