Handling of disaster dispatch vehicles for Iwate, Miyagi, and Fukushima prefectures ended on March 31, 2013.
A vehicle that is engaged in disaster relief based on a dispatch request from a disaster countermeasures headquarters in a disaster area or a public institution such as a local government. Vehicles that have been delivered (hereinafter referred to as "disaster dispatch engagement vehicles") are handled free of charge by having them pass by following the procedure below.


Passing method:

  • Please use the general lane for both entrance and exit.
  • Be sure to take a pass ticket at the entrance.
  • Please be sure to stop at the exit and hand the ticket and certificate to the staff.

important point:

  • The certificate can only be used for the purpose of delivery.
  • Vehicles that are going to receive toll-free treatment as vehicles for engaging in disaster dispatch, etc. must be issued with a certificate in advance and then carry the certificate with them.
  • The certificate is issued based on a request to dispatch a disaster prevention headquarters in the disaster area or a public institution such as each local government.
    * Regarding the issuance of the certificate, please confirm the request contents and destination etc. in advance to the public institution that is the requester of the dispatch, and contact the nearest local government.
    * The issuing local government may need a request from the public institution that requested the dispatch.
  • It is necessary to submit one certificate for each vehicle that is engaged in disaster dispatching, and for each pass.
    *Certificates are required for each toll gate to settle fees, so please prepare the required number of tickets depending on the route you travel.
    * If you are forced to spill at a tollgate different from the tollgate stated on the certificate due to traffic closure, please notify the staff and show the certificate. Please reissue the certificate at the toll booth indicated on the certificate after re-inflow.
    * If you use the ETC lane, you will not be charged toll free.

If you do not submit the certificate, you will be charged for the toll.

(2) Vehicles used by local governments that perform (1)
(3) Vehicles used for volunteer activities for (1) that the local government has agreed to accept

(Miyagi Prefecture)

The following vehicles used for disaster relief at the request of Miyagi Prefecture or a local government in Miyagi Prefecture (hereinafter referred to as "local government").
(1) Vehicles used for primary treatment up to temporary storage of disaster waste in Kesennuma City, Minamisanriku Town, Matsushima Town, Shiogama City, Shichigahama Town, and Yamamoto Town
(2) Vehicles used by local governments that perform (1)
(3) Vehicles used for volunteer activities that carry out (1), which the local government has agreed to accept

(Fukushima Prefecture)

The following vehicles used for disaster relief at the request of Fukushima Prefecture or a local government in Fukushima Prefecture (hereinafter referred to as "local government")
(1) Vehicles used for primary treatment up to temporary storage of disaster waste in Shinchi Town, Soma City, Minamisoma City, Naraha Town, Hirono Town, and Iwaki City (Disposal of disaster waste polluted by radioactive materials And decontamination work of soil etc. is excluded)
(2) Vehicles used for the construction of temporary housing (electricity, gas, etc. for emergency restoration) in areas where disaster relief is required due to the revision of the warning areas, etc. related to the TEPCO Fukushima Daiichi Nuclear Power Station accident by the government. (Including water and sewer and telephone)
(3) Vehicles used by local governments performing (1) and (2)
(4) Vehicles used for volunteer activities to carry out (1) and (2), which the local government has agreed to accept
