East Japan/Central Japan/West Japan/Capital/Hanshin/Honshu-Shikoku Expressway Co., Ltd. On September 10, 2014, the situation of occurrence of reverse running on Expressway and countermeasures Has been announced. After that, based on the fact that the occurrence of accidents due to reverse running has been widely taken up by society, a detailed analysis of the causes of reverse running from 2011 to 2014 was conducted again, and opinions from academic experts were also collected. In addition, we have compiled the policy for deploying the measures announced in September last year in 2015 and new additional measures.

1 Status of reverse run on Expressway (2011-2014) and causes of reverse run

(1) Status of reverse running

The following characteristics were confirmed by analyzing 739 cases of reverse running that led to traffic accidents or vehicle acquisition in the Expressway company jurisdiction from 2011 to 2014.

  • Approximately half of the reverse run cases start reverse runs at interchanges (ICs) and junctions (JCTs)
  • About 70% are due to elderly people aged 65 and over
  • About 10% are suspected of having dementia, and about 15% if people with mental disorders or alcohol are included.

  • "Suspected dementia" means that the driver is suspected of having dementia due to hearing from family members.

2 Main opinions of those who have experience in learning about the direction of reverse running measures

Based on the fact that there are many elderly people who have caused reverse running and that there are many reverse running caused by wrong approach and wrong road, the results of interviews with experts who learned about the direction of measures are mainly as follows. I received an opinion like.

  • Measures such as bars and rubber poles that are physically difficult to reverse run are particularly effective
  • Guide display should be as large and bright as possible
  • Clear action instructions such as "to the right" and "no entry" are effective
  • The driver can easily notice bright objects such as illuminated signs.
  • It is also effective to color the pavement and guide the traveling direction
  • Since elderly people have a narrow field of vision and tend to face downward, when placing guide signs, etc., it is better to place them in front of the direction of travel or to display them directly on the road
  • It is desirable to be arranged so that you can see the guidance such as "no entry" before entering in the reverse direction

3 Direction of measures against reverse running

Based on the situation of reverse running assumed from the analysis of the cause of reverse running and the opinions of experts, we have arranged the direction of measures as follows.

4 Promotion of measures announced in September 2014

Regarding the measures announced on September 10, 2014, construction was completed within FY2014 at 33 locations where multiple reverse runs occurred between 2011 and 2013. ( Appendix 1 [PDF: 230KB] )
from now on,

  • 20 locations where the number of reverse run occurrences from 2011 to 2014 was newly increased in 2014
  • The number of occurrences of reverse running from 2011 to 2014 is one, but the reverse running led to a fatal accident 14 places

5 Further measures against reverse running

In addition to 4., the following measures will be newly implemented based on the direction of the reverse run countermeasures arranged in 3.

(1) Additional measures at the Expressway exit
The following measures will be taken at Expressway exits (especially exits without toll booths) where an incorrect entry will lead to a reverse run.

  • Large arrow road markings on exit ramps
  • High-intensity arrow board near the road connection and "no entry" sign (positioned as far as possible before turning in the reverse direction)
  • A rubber pole is installed as a physical restraint against reverse running from a left turn.
  • Extending road markings on the right turn lane on general roads and strengthening guidance at the entrance by green color paving

These measures will be prioritized based on the individual consultations with the police and general road managers from 7 locations where multiple reverse runs occur or fatal accidents occur. (Appendix 3 [PDF: 227KB])

(2) Measures at the intersection of plane Y type ICs
We will implement the following measures for the plane Y type IC plane intersection where the incorrect entry will lead to the reverse run.

  • Large arrow road marking, high brightness arrow board
  • Large-sized directional signboard, color pavement with the same color as the signboard
  • Measures to make it difficult to enter in the reverse direction (turn left) (rubber pole, zebra belt)

These measures will be prioritized based on individual consultations with the police from three locations where there are multiple reverse runs or fatal accidents. (Appendix 4 [PDF: 227KB])

(3) Bar installation at the entrance lane general lane [Trial]
A reverse-running driver who was unaware that he had entered Expressway and had entered Expressway without taking a pass ticket with an automatic ticket machine installed in the general lane at the entrance of the toll gate Therefore, we will try to install a bar on the general lane at the entrance to the toll booth.

This trial will be carried out on the northern Kanto Expressway, which has a large number of reverse runs.

(4) Warning display to the reverse-running vehicle at the exit of the Expressway [Trial]
At the exit of the Expressway (especially the exit without a toll booth), which would lead to a reverse run as it is, a reverse run is automatically detected by a sensor, a warning is displayed on the display board, and the control center is notified to secure it early. We will try the measures to connect to.

The trial started on March 27 at Meguro Exit of Meguro Line and Daishi Exit of Yokohane Line of capital Expressway, and based on the effect verification, it will be rolled out to other parts.

The system we are trying to detect is not only running backwards but also detecting/warning pedestrians, bicycles, and mopeds.

6 Understanding detailed information on reverse-tracking incidents

It is important to understand the location of the reverse run and its cause in more detail in order to take further measures against reverse run.

In the event of a reverse run event, we will cooperate with the police to provide sighting information on the traffic control team, toll collectors, etc., and share more detailed information such as the cause of the reverse run, which was obtained. We will use the data to study more effective measures.

7 How to proceed with measures against reverse running in the future

In the future, we will continue to verify the effectiveness of the measures we have implemented, continue to study effective measures while receiving the opinions of people with academic background, and work with the police and other relevant organizations to take measures against reverse running. I will work on it.
