2019 March 26
East Nippon Expressway Co., Ltd.

NEXCO EAST (Chiyoda-ku, Tokyo) has summarized traffic congestion prediction and countermeasures due to traffic congestion during the Golden Week period [2019 April 26 (Fri) -May 6 (Mon): 11 days]. It was

1 Request for distributed use

Your plan is for the expected congestion Change from peak day , Or relatively little traffic Change to time zone Please use it while avoiding traffic congestion.

About consideration of avoiding peak days

  • Out-bound line traffic in the morning Occurs mainly in Friday, May 3 Is expected to occur frequently.
  • Traffic congestion on the In-bound line evening Occurs mainly in From Saturday, May 4 to 5th Sunday Is expected to occur frequently.
Days and times when traffic is relatively light Please consider using.

Prediction of the longest congestion in NEXCO EAST

[Congestion prediction of maximum congestion length of 30 km or more is Attachment 1 [PDF: 284KB]]

  • Out-bound line: Friday, May 3 E4 Near the Tohoku Expressway Hanyu Parking Area (Hanyu City, Saitama Prefecture) About 40km
  • In-bound Line: Saturday, May 5 E4 Near the Tohoku Expressway Kazo Interchange (Kazo City, Saitama Prefecture) About 40km

Comparison of the number of traffic jams with the Golden Week period of the previous year

Traffic jam scale 2019 degree
Friday, April 26 to Monday, May 6
2018
Friday, April 27 to Monday, May 7
Number of predictions Total traffic count Number of traffic jams due to traffic concentration (*)
10km or more 129 times 102 times 90 times

* The number of traffic jams due to traffic concentration is the number of traffic jams excluding the impact of accidents, etc.

2 Measures to counter congestion

Based on the current traffic congestion forecast and the traffic congestion period until now (year-end and New Year holidays, Obon, Golden Week, etc.), we will implement the following efforts during the period when we predict particularly heavy congestion. Attachment 2 [PDF: 367KB]

  • Initiatives in the main line
-In-bound rear-end collision Beware of speed decrease caution, traffic jam end in slope, etc.
  • Efforts at rest facilities
・ Arrangement of parking lot organizers ・ Secure large vehicle parking lot ・ Install temporary toilets, etc.

Congestion forecast guide/congestion forecast & outing guide

A traffic congestion forecast guide containing traffic congestion forecasts for NEXCO EAST and Central Japan (Chubu) is distributed in the service area and parking area. In addition, please use the site "Traffic Forecast & Outing Guide", where the traffic forecasters at each Regional Head Office have posted videos explaining traffic forecasts and points to avoid traffic.

3 Application of ETC holiday discount

During the Golden Week period, the three ETC holiday discounts (local areas) will be applied from April 27 (Sat) to May 6 (Mon).

4 Requests for alleviating traffic congestion

A little effort from customers will help alleviate traffic congestion. Thank you for your cooperation.

  1. In-bound attention to the rate of decrease in the slope
In-bound in a place that is alerting the slowdown, such as slope, for your cooperation to speed recovery!
  2. Do not reduce the distance between vehicles too much
Ensure sufficient inter-vehicle distance so that you do not press the brakes while driving!
  3. Do not change lanes
Excessive lane changes during traffic jams will worsen traffic congestion!

Topics 1 CA Congestion at Tokyo Wan Aqua-Line Expressway

The traffic volume on the Tokyo Wan Aqua-Line Expressway increases year by year due to fare discounts for ETC vehicles (from August 2009) and the opening of large commercial facilities (from April 2012). There is a constant traffic jam in. In many cases, unaware of the gradient changes in the aqua tunnel and slowing down is a major cause of congestion.

NEXCO EAST, pacemaker lights are installed on the wall surface in such places where speed tends to decrease, and it is extremely effective in preventing speed decrease. However, it is predicted that there will be long traffic jams on the up and down lines, especially during periods of heavy traffic such as the Golden Week period. We ask for your cooperation in avoiding the times when traffic congestion is predicted.

In December 2018, we renewed "AI Congestion Prediction" using NTT DoCoMo's AI technology, and started providing the time required for passing the aqualine every 30 minutes and the traffic demand. Based on the number of people on the day as determined by demographics, it is possible to make highly accurate forecasts that take into account the effects of weather and events. Please use it when you go to Boso Peninsula by Aqua Line.

Topics 2 Comparison of time required for route selection
~ Analysis result by ETC2.0 probe data ~

  • Due to the development of Expressway, multiple routes can be selected even at the same starting and arriving points.
  • Using the section from the Takasaki IC area to the Kawaguchi JCT area as an example, we analyzed the average time required by the ETC2.0 probe data for customer route selection last year.
  • As a result, due to traffic congestion on the Kan-Etsu Expressway, In some cases, the time required for the route via the northern Kanto Expressway, which has a long mileage, was about 10 minutes shorter.
  • Information boards on Expressway, wide area information monitors for rest facilities such as service areas, and "DraPla" provided by NEXCO EAST *1, Etc., check the latest traffic conditions and select a route. In addition, please use the traffic congestion forecast and leave with plenty of time.
    1. Detail is Attachment 3 [PDF: 558KB] Please refer to.

  • [2] Kan-Etsu Expressway (In-bound) near Arashiyama PA
Up to 30km (around 11:00 in traffic congestion)
  • [3] Near Kan-Etsu Expressway (In-bound) Sakado West SIC
Maximum 20 km (around 15:00 when traffic jam starts)
  • [4] Tohoku Expressway (In-bound) Near Hanyu PA Up to 9km
