法令により、原発事故の警戒区域等に居住されていた方・居住地が特定避難勧奨地点の指定を受けた方の無料措置は、令和7年3月31日（月）まで延長されました。本無料措置の適用には、事前に申し込みが必要な専用カード「ふるさと帰還通行カード」が必要です。

The target vehicle types for this free measure are "light vehicles, etc.", "ordinary vehicles", and "medium-sized vehicles".
Due to the card update, the "Hometown Return Card (Pink)" can no longer be used after midnight on Wednesday, November 1, 2020. To issue the currently available "Hometown Return Card (green)," you will need to go through the procedures at the local government office where you lived at the time of the Great East Japan Earthquake.
The renewal application form required for the application procedure will be sent by registered mail to those who have a "Hometown Return Card (pink color)", but if you do not have the application form, please contact NEXCO EAST Customer Center. Please contact me.
If you are applying for a new "Hometown Return Pass Card", please contact NEXCO EAST Customer Center.
現在「ふるさと帰還通行カード（緑色）（移動経路に係る証明書をお持ちの方は当該証明書を含みます。）」をお持ちの方は、令和6年4月1日以降も、引き続きお持ちのカードをご利用いただけます。

現在ご利用いただける「ふるさと帰還通行カード（緑色）」の発行には、被災時に居住されていた自治体窓口での手続きが必要となります。 申請手続きに必要な更新申込書は、「ふるさと帰還通行カード（桃色）」をお持ちの方に簡易書留で送付しておりますが、申込書がお手元にない場合はNEXCO東日本お客さまセンターまでご連絡ください。 新規で「ふるさと帰還通行カード」を申込される方も、NEXCO東日本お客さまセンターまでご連絡ください。 なお、「ふるさと帰還通行カード（緑色）」は令和6年4月1日以降もご利用いただけます。

- カード更新時及び新規申込時に申請した区間に限り無料措置の対象となる方は、令和5年11月1日（水）以降、カードに記載された利用区間のICが上記のA及びDのICとなります。通行止めによりやむなく利用区間として記載されていないIC（上記におけるB及びCのIC）で乗り降りされた場合はその旨をお申し出ください。上記のとおり確認の上、無料といたします。

(About how to pass)
- ETC lanes cannot be used.
- Please be sure to take a toll ticket at the entrance
- If you use the ETC lane at the entrance, it will not be free.
- When using mixed lanes whose entrance is marked as "ETC/general" or "ETC/support", remove the ETC card from the in-vehicle device, enter the lane, and take a toll ticket. If you enter the lane with your ETC card inserted into the on-board device, it will be treated as an ETC vehicle and will not be free of charge.
- Smart ICs cannot be used.
- At the exit, present your passport and the "Furusato Return Passage Card" and tell the staff that you are an evacuee due to the nuclear accident.
- In the lane where the toll checker is installed, please call the person in charge using the call button or lever before inserting the "Hometown Return Card".
- If the exit tollhouse is a lane labeled "Support" or "ETC / Support", please inform the staff that you are an evacuee due to the nuclear accident by using an intercom or the like.
- Please be sure to show the original “Hometown Return Card”. If you do not present your "Hometown Return Passage Card", it will not be free.
- There is no charge if the person in question is on board (not the driver).
- Yamagata Expressway / Nihonkai-Tohoku Expressway (Yudonoyama-Sakata Minato), Tokyo Gaikado, Tokyo Wan Aqua-Line Expressway, Keiyo Road (tolls are handled separately from the travel subject to free measures) Shinozaki-Makuhari), capital Expressway, Hitachinaka toll road, Hitachi toll road, Daini Michinoku toll road, Choshi connecting road, etc. will be charged.
- カード更新時又は新規申込時に申請した利用区間が記載された「ふるさと帰還通行カード」が発行される方は、上記8．に関わらず、カードに記載された利用区間（証明書が発行される場合は、証明書に記載された利用区間も含みます。）のICを入口及び出口とする走行のみが無料措置の対象となりますのでご注意ください。「証明書」に記載された利用区間をご利用の場合は、出口で通行券及び「ふるさと帰還通行カード」とあわせて「証明書」もご提示ください。当該区間の途中で乗り降りした場合や当該区間を越えた走行をした場合は、実際に走行した全区間の料金をお支払いいただきます。
ただし、通行止めにより、当該区間のICを利用できない場合はこの限りではありません。通行止め時の取扱いはこちらをご確認ください。 - 上記9．に該当する方で、登録した利用区間の変更・追加・削除を希望される方は、利用区間変更申込書によるお手続きが必要となります。NEXCO東日本お客さまセンターまでご連絡ください。

Even if the caution area and the planned evacuation area are reviewed, the scope of the target person will not be changed for the time being.
