NEXCO EAST At the Nagano Construction Office (Nagano City, Nagano Prefecture), E18 Joshin-Etsu Expressway (hereinafter referred to as "Joshinetsu Road") On the In-bound line between Saku Interchange (hereinafter referred to as "IC") and Usui Karuizawa IC, lane restrictions are in place all day due to the renewal work of the aging Akarusan Tunnel.
The all-day lane restriction period was set to May 8, Reiwa 5 (Monday) ~ October 27, Reiwa 5 (Friday), but since it took time to relocate and remove obstructed objects, we partially revised the construction plan. We would like to inform you that the construction period will be changed accordingly.
We apologize for any inconvenience this may cause, but we ask that you comply with the speed limit within the restricted area and cooperate in driving safely.
In addition, traffic jams of up to about 8 km are expected on holidays during the construction period. Customers who plan to use the target sectors are requested to check the traffic information on websites such as "DraTra", change the usage time zone, and allow plenty of time. This construction is necessary for the safe and comfortable use of the Expressway, so we ask for your understanding and cooperation in the construction.

Four. Traffic regulation contents

All-day lane regulation of driving lane regulation or overtaking lane regulation will be implemented. When driving, please follow the local signs and drive safely.

Five. Request when passing special vehicles

Due to this traffic regulation, special vehicles exceeding 3.0 m in width cannot pass during the all-day lane regulation period. Customers using the service, please take a detour to the surrounding roads.
Also, please note that if you have obtained a special vehicle traffic permit (*) only for Expressway routes, you will also need to obtain a permit for general roads.

  1. What is special vehicle passage permission?
    Based on the Road Law and the Vehicle Restriction Ordinance, this is a permit required for special vehicles that exceed general restrictions (length, weight, vehicle width, etc.) to pass on public roads.

6. Outline of tunnel reinforcement work

We will carry out tunnel reinforcement work to prevent road surface swelling and damage due to the expansion of the ground in the tunnel at the Yakuga Nagareyama Tunnel located between the Joshinetsu In-bound Saku IC and Usui Karuizawa IC.

[Details of main construction]
Concrete (invert) is installed to improve the stability of the tunnel, which is subject to excessive force from around the tunnel, in order to create a stronger ring-shaped structure. Specifically, we will install an invert to reinforce the bottom of the tunnel after excavating the road surface, and then carry out paving work to restore the road to a drivable one. From September to December 2023, we will install concrete (lining support) to support the tunnel wall (lining), excavate the ground, and install an invert.

  • What is an invert?...The bottom of the tunnel is joined to the inverted arch by concrete, which increases bearing strength and prevents subsidence and deformation.

7. 7. Request when using

  1. Due to the construction work, lane restrictions will be applied all day for about 3.0km on In-bound track, so the current two lanes on each side will be reduced to one. Since the lane width is narrow in the all-day lane regulation section, please observe the speed limit when driving, secure the distance between vehicles, and be careful of rear-end collisions. Also, due to the progress of construction, the lane position will change, so please drive carefully.
  2. Construction vehicles may come and go around the construction site, so please be careful when driving ahead.
  3. Due to the concentration of traffic during the construction period, there is a risk that the flow of traffic will become worse. Before going out, please check the latest lane regulations and traffic information on the website described in "8. How to obtain traffic information". Also, when using it, please go out with plenty of time.
  4. During the construction period, we will use LED information boards and road signs to provide construction regulation information and call attention to driving safely. Please check this information before driving and drive safely.

8. How to get traffic information
